South-southeast states, with the greatest dynamism in construction value
Achievements and Challenges in Chiapas
Slow Food which is a global, grassroots organization, founded in 1989 to prevent the disappearance of local food cultures and traditions it began to work in Chiapas, with the launch of the milpa system Presidium that aims to increase the availability of agroecologically grown corn and strengthen the production chain of tostadas, making visible the role and knowledge of women and raising awareness to society about the importance of supporting these processes. One of the main activities has been the creation, in the municipality of Mitontic, of a group of seed guardians and a seed bank for the conservation of local varieties of corn, promoting their consumption and processing.
In Chiapas, the project focuses on two different geographical areas: On the first, the production and sale of corn tostadas represent an activity that contributes to the conservation of biocultural heritage, among the improvements that were identified in the process of making tostadas are the making of different flavors, changes in the techniques for better transportation, the incorporation of eco-technologies, and construction of the Casa de Barro in Teopisca.
I think
this project is important because the corn is one of the most important elements of our culture, the women strengthened their productive capacities and acquired
awareness about the consumption and production of good, clean, and healthy food
through training and technical.

The effect of the pandemic in Guerrero
The article by Rogelio Agustín Esteban seeks to analyze the challenge that the covid-19 pandemic has been for the Guerrero administration during fiscal year 2020, since it inevitably had a highly negative impact on the approved budget for the fiscal year that is about to close.
He mentions that Tulio Samuel Pérez Calvo, head of the Ministry of Finance of the Guerrero government, said that the pandemic not only represents a health problem, it is an economic and budgetary issue, as well as detailed that said health emergency generated not only a change in the health of Guerrero, as the state administration made drastic decisions to boost the economy. He said that the intention was always in the sense of saving thousands of lives, trying to stop contagion through the suspension of tourist and economic activities, which represent a large part of the income of Guerrero. To date, the economic impact of the pandemic has resulted in the loss of thousands of jobs, formal and informal, in the seven regions of the state. He explained that the impact of the pandemic had an impact that exceeded 10 billion pesos of the State Gross Domestic Product and as a result thousands of jobs were lost.
The affectations for the state, by concept of federal participations amount to 1,487.4 million pesos, while in the contributions in 800.8 million pesos, which adds about 2,300 million pesos less than what was scheduled to be received in this year. He indicated that for the state it was necessary to launch an austerity program, generating in recent months two budget adjustments that resulted in obtaining 441.2 million pesos, which the finance secretary assured, were not enough since the expenses destined for the attention of the pandemic, until the month of October were 1,322.52 million pesos.

UNICACH will provide research on food and nutritional security
With the intention of strengthening research and graduate studies at the Faculty of Nutrition and Food Sciences (FCNyA) of the Chiapas University of Sciences and Arts (UNICACH), the creation of the Monitoring and Research Unit in Health Sciences Food and Nutrition (UMICAN).
This proposal was made by the director of the FCNyA, Gilber Vela Gutiérrez and the teachers of the same academic unit, Esmeralda García Parra and Veymar Guadalupe Tacías Pascacio, to the rector of UNICACH, José Rodolfo Calvo Fonseca.
In this regard, the rector of UNICACH mentioned that the FCNyA "aims to generate strategies and knowledge of high scientific rigor that contribute to improving the diet and nutrition of Chiapas families."
For this reason, he considered that this new academic unit will position UNICACH as a global benchmark in food and nutritional security issues.
UMICAN will have 3 specific lines of work, framed in the line of generation and application of knowledge "Food and Nutritional Safety": nutrition and health, food science and gastronomic heritage.
The purpose of UMICAN is to propose and develop strategies to improve the conditions of food and nutritional security in the state of Chiapas, in collaboration with the different government bodies.
In Chiapas, the presence of unhealthy lifestyles exacerbates the challenge of chronic diseases and calls for strengthening the preventive approach.
Hence the importance of having a Monitoring and Research Unit that addresses problems related to Food and Nutrition in Chiapas, especially now that the pandemic has shown that it is necessary to improve health and nutrition conditions in the Mexican population.

"We have to work to industrialize Guerrero": Walton
The
aspiring governor of Guerrero, Luis Walton Aburto insisted that with the
construction of a cargo port and the railroad, the state will have better
opportunities for growth and development. This project would not be done in a
year, and he pointed out that it will be necessary for the federation to invest
in a 10-year project that will leave many benefits for the state. The applicant
also mentioned that a cargo port could import and export many products that
would be transported by rail, which is an economic transport.
On the
other hand, he reiterated that security is essential to ensure that there are
significant investments that allow the industrialization of the state and the
products in the entity. He considered that it is necessary to make the most of
the products of the field, such as coconut, from which oil, meat, water, and
the shell can be extracted. "We have to work to industrialize the Guerrero
countryside," he said.
I think the candidate has a very good vision for Guerrero that will bring many benefits for the state, with the construction of the port and connecting the state through the railroad it will bring incredible benefits, as the states through which the railroad passed there, were industries and better conditions of economic life.

A city in Oaxaca was called: scientific capital of the world
Yes, in 1970, the City of Miahuatlán by Porfirio Díaz had that name, because it was one of the two places in the world where the Eclipse of March 7, 1970 could be seen in a spectacular way.
But also the BEAUTIFUL VALLE DE MIAHUATLÁN DE PORFIRIO DÍAZ is a tourist place where you will find: a delicious and very economical Oaxacan gastronomy. In addition to breathing an atmosphere of tranquility in its downtown area, it resembles a set prepared for a movie from the golden age of Mexican cinema.
The news is important because the place became the center of attention in the year 1970, when a Solar Eclipse occurred, being that due to its location, that eclipse could be seen in this huge Oaxacan valley, and very important scientists from various parts had arrived of the world, to observe and do studies on this phenomenon. It was precisely on March 7, 1970, when scientists arrived from France, Belgium, Russians, from different Latin American countries, being at that time Miahuatlán was called the Scientific Capital of the World.
This 2020 marked the 50th anniversary of that great event. Therefore, not only on this occasion, but year after year, the Miahuatecos celebrate that event by carrying out scientific activities, working together with the Oaxaca Council for Science, Technology and Innovation (COCITEÍ), for which part From this Council they bring various workshops, for young people and for those who wish to receive them in this city, to remember this great eclipse in a very useful way, bringing multiple equipment that includes sophisticated telescopes. The authorities turn off the lights in the center, so that at night observations can be made with the telescopes and the public can appreciate the stars as well as possible.
This year a team of specialists from the Puebla National Observatory, from Unam, Baja California, as well as the Oaxaca Observatory participated. Being a very beautiful show that is worth living it. Prior to this visualization, various concerts are held year after year, with the participation of regional traditional music bands from the State of Oaxaca, who want to make themselves known after months of rehearsal, eager to appear before such an interesting forum as this one. public.
One of the most important festivals is also held on May 5 of each year, which is characterized by concerts, art exhibitions, where the same artists from the region participate. There is also a semblance of what was the battle of Puebla, the battle of Miahuatlán and what was the process of French intervention in Mexico, these being the reasons for the origin of these festivals of artistic expressions.

Chiapas manages to access the green color at the Covid-19 traffic light
Yesterday, November 20, the Ministry of Health announced that the state of Chiapas turned green at the health contingency traffic light, being the second state, after Campeche, to achieve this.
The effort of the government and the commitment of citizens to contain the epidemic are highlighted, as well as it is expected that this change will continue for a long period and contribute to the strengthening of the state's economy.
Despite this achievement, it was not possible to revoke the cancellation of the Fiesta Grande de Chiapa de Corzo, which has been postponed for the year 2021 and implies that 50 thousand tourists are no longer received by the event and, therefore, the economic spill. half-yearly of 586 million 854 thousand 189 pesos.
Meanwhile, Oaxaca remains on a yellow traffic light, waiting for the state to improve its situation to go green in the next updates; as well as Guerrero, who is still at an orange traffic light but with no near risk of approaching a red light again.

Acapulco government bets on "saving" Christmas season
To save the Christmas and New Year tourist season, the Government of Acapulco headed by President Adela Román Ocampo intensifies awareness-raising actions with the aim of curbing COVID-19 infections among visitors and residents. According to a bulletin, the Municipal Tourism Secretary, José Luis Basilio Talavera, reported that the preventive measures implemented in the municipality are intended to keep Guerrero in the orange phase and advance to the yellow of the epidemiological traffic light.
He indicated that all agencies have the responsibility to participate in the mitigation of the pandemic and that the tasks have been reinforced in the tourist area in coordination with the directorates of Health and the Institute of Youth.
The news is important because the idea is not to stop tourist activity, they are at an orange traffic light and I know they have to hold another week, but the intention is not to return to the red light because it would be catastrophic, that would represent the closure of companies and beaches , layoffs of staff and lack of income for families and the economy must be reactivated again.
The use of face masks in Acapulco is mandatory, a measure that tourists must respect and that is why the brigades carry out on the ground and peripherally to raise awareness that personal protection will prevent infections from increasing, after recognizing that when the port registers high occupation present new cases of COVID-19 in subsequent days. The hotel occupancy this Saturday in Acapulco registered 37.3 percent.
The Diamond zone registered 40.7 percent, the Golden 37.8 percent and the Traditional zone reached 21 percentage points. During this holiday bridge of the Revolution, the arrival of more than 60 thousand visitors from different states of the country and foreign tourists is expected, who will generate an economic income of approximately 160 million pesos, according to calculations of the expenditure they will make in their stay of two three days in port.

Rutilio Escandón Cadenas and Jean-Pierre endorse ties of cooperation
According to the Chiapas newspaper “Cuarto Poder”, during a cooperation meeting between the Government of Chiapas and the French Embassy in Mexico, Governor Rutilio Escandón Cadenas and the French Ambassador in Mexico, Jean-Pierre Asvazadourian, expressed the importance of strengthen the ties of friendship between the two towns, as well as the interest in combining efforts and capacities in matters of security, health, economy, tourism, among other areas, the president stressed that these actions represent a great step forward, in favor of the good and the promotion of the development and progress of Chiapas.
Escandón Cadenas explained that as a result of the work between federal, state and municipal entities, the entity has become one of the safest to live and visit and invest; likewise, he said, projects are being promoted that detonate tourist and commercial activity, such as the expansion of the “Ángel Albino Corzo” International Airport in Tuxtla Gutiérrez, in addition to health security actions aimed at visitors.
The French ambassador to Mexico, Jean-Pierre Asvazadourian, highlighted the interest in increasing cooperation in different areas to contribute to the development of the entity, such as in the tourism, economy, health, safety and combatting violence against girls and women, among others. He mentioned that the French Development Agency maintains a cooperation program against deforestation, from the Lacandon Forest.
From my point of view I think this is a very important news since the support and interest that France has in Mexico can be crucial for the promotion of the development of Chiapas, the state is one of the states with the most poverty in the country and with less economic development, just as it is one of the most bio diverse due to its location, taking advantage of its natural resources Chiapas can grow even more in tourism and in turn this can improve the quality of life of its inhabitants, also improving the health, safety and of course the economy sectors. The deforestation program is also very important in environmental matters, another of the biggest problems that the state faces is women`s violence, and the new program to combat it, will be very important, and finally I think that the expansion of the airport Tuxtla will be another engine for the economy of Chiapas and connect more it with the country and the world.

MOODY'S DOWNGRADES GUERRERO
On November the 12th, the rating agency Moody's lowered the issuer ratings of the state of Guerrero as
well as its assessment of the base credit risk and the debt ratings, changing
the outlook from negative to stable, this because it is expected that total
debt levels will remain low and that stress liquidity begins to decline after
paying off short-term debt in 2021
Moody’s
is an international credit rating agency or ‘rating’ that analyzes commercial
and governmental entities. They can evaluate the quality of the debt of a country
or a financial institution.
The
downgrade of the issuer ratings primarily reflects the weakening of operating
balance sheets and the expectation that liquidity, which has declined, will
eventually stabilize below the levels observed in previous periods.
This
could lead to the confidence of investors to be strengthened with what could be
a greater flow of foreign capital in the area in the coming months.
Guerrero
has a poor regional economy that depends to some extent on tourism, an industry
that is sensitive to the economic effects of the pandemic, so at this time it
needs to be lifted with the entry of FDI in order to strengthen itself after
the pandemic.

Promotion of tropical dairy in Chiapas
The milk industry promotion program (included in the
national development plan) aims to increase production in the southeastern area
of the country, as well as to ensure that the country can be self-sufficient
with respect to this food and thus be able to reduce their imports by
strengthening the national dairy economy.
This state of the South Pacific Zone has been chosen
together with Tabasco and Veracruz due to its natural wealth because due to
being a state that has abundant water, an excellent climate and land, it is one
of the richest for livestock activities.
Among the main actions considered by this scheme are
promoting and incentivizing investments and providing greater access to
financing to local producers, as well as technical advice and inclusion of
small entrepreneurs in the industry. For the implementation of the project in
2020, 180 Chiapas producers whose cattle farms exploit dairy cattle will be
supported.
A typical project in this segment consists of a total
investment of 357,143 pesos that will carry an incentive of 125,000 pesos and a
loan of 208,928 pesos plus a contribution from the interested party of 23,215
pesos. The incentive per individual is up to 125,000 pesos and for legal
entities it is up to 375,000 pesos.

The economic crisis in Chiapas worsens
The newspaper El Sol de Chiapas presents an interview with Óscar Barajas Velasco, teacher and researcher at the Chiapas Campus Banking and Commercial School (EBC), who has pointed out that the global crisis due to the pandemic caused by COVID-19 has had repercussions in Chiapas and sharpened the already fragile economy
According to the Mexican Institute of Social Security (IMSS), for the period between September 2019 and September 2020, 4,244 formal jobs were lost in Chiapas, which represents a 2% decrease in formal jobs in the entity; the city most affected was Tuxtla Gutiérrez, where the loss of 3,730 people was registered.
“Although all the states of the Mexican Republic presented a significant drop in their economic activity, what's more, Chiapas is among the three states with the least decrease in this period, the severity of Chiapas is due to the fact that it represents a long-term trend In other words, the decline in economic activity in Chiapas began several years ago and cannot be attributed solely to the COVID-19 pandemic, ”the teacher highlighted.
The researcher also pointed out that the Chiapas economy has not grown in a decade, in 2011, the state GDP was 279,447 million pesos; For the year 2017, it reached the figure of 281,883 million pesos: an accumulated growth of almost zero, of 0.87% in six years. From that we must subtract the -2.1% that the economy fell in 2018; and then wait for the INEGI's confirmation on the fall in 2019, which everything indicates will be around -0.2%. Everything before the pandemic. Then there is the -13% drop that was recorded in this second quarter.
Barajas explained that in the secondary sector, that is, manufacturing and transformation industries, the fall from 2015 to date averages -10% each quarter.
We begin to see that the case of Chiapas is desperate: neither the two mouth refinery nor the Mayan train will impact with the force necessary to lift Chiapas out of this deep economic crisis.
Although in recent months the possibility of including Chiapas in the Free Zones programs of the current administration has been discussed, and President Andrés Manuel López Obrador himself announced a few days ago his intention to also grant the southern border benefits reduction of VAT and ISR, the researcher at the Banking and Commercial School, pointed out that it is necessary to go further: “it is necessary to think about large-scale schemes, to consider Chiapas as a great global logistics and manufacturing enclave, a great fiscal zone free, with exemptions and benefits to attract investment, generate employment and stop the free fall of the state economy ”, he concluded.

"Protection of handicrafts from the Central Valleys of Oaxaca"
According
to Milenio, the Ministry of Economy of the Government of the State of Oaxaca
issued a request for a declaration for the protection of the geographical
indication of alebrijes, tonas, nahuales and wood carvings of the central
valleys of the state in order to protect the creators of said crafts for that
they do not lose the rights of their creations.
Places
where it is necessary to reaffirm that they are the creators of these crafts,
as well as give them importance and recognition of the entire process of
creating these, from obtaining wood to uses in commerce.
Said
document confirms that, for the sale of wood carvings or alebrijes from this
region, they must be able to be distributed in stores, streets, carving towns,
by catalog, on web pages and internationally.
He
announced that they work in the same way with textiles, with handcrafted works
of black and red clay so that they also get their registration of industrial
protection before the IMPI.
I think
that this new law is very beneficial for both Mexican culture and its economy,
Mexico is one of the countries with the fewest patent registrations in the
world and it seems unfair to me that countries like China plagiarize the
identity of Oaxacan crafts, that steal the models to commercialize the pieces
in series and resell them in the national market, but with poor quality or like
foreigners who take the handicraft models and patent them in other parts of the
world. With this new decree the identity and economy in Mexico is protected, in
addition to making fair payment to Oaxacan artisans for their work.
